Hellenic American University President Leonidas Phoebus Koskos has announced the institution’s intent to file an application to establish a Legal Entity of Higher Education in Greece. Here is the President’s full statement:

Hellenic American University has had a presence in Greece since 2005 and since 2011 has been operating in cooperation with Hellenic American College in accordance with the Law 3696/2008 for Colleges.

Hellenic American University welcomes the introduction of Law 5094/2024, which sets out to regulate the licensing, establishment and operation in Greece of branches of foreign universities. We support the creation of a single space for education services in Europe and believe in the enhancement of research and education in Greece through healthy competition.

At this stage, we are closely monitoring the developments that have been triggered by 5094/2024. Greek public universities have collectively appealed to the Supreme Administrative Court (Symvoulio tis Epikrateias) to block the establishment and operation of private universities, arguing that the law violates provisions of the Greek Constitution. At the same time, we believe that aspects of the new legislation remain unclear.

After assessing the current context, the Board of Trustees of Hellenic American University voted to proceed with filing an application within 2025 to establish a Legal Entity of Higher Education (ΝΠΠΕ) in Greece, with the goal of starting operations as such in Fall 2026. The decision aligns with the foundational principles of the institution and our existing instructional locations in New Hampshire USA and Athens, Greece. Trustees and Administration concurred that this approach to implementation is a prudent one and as the regulatory and legal framework in Greece is finalized in the coming months.

Hellenic American University/Hellenic American College currently meet the academic and legal requirements set forth in the new legislation.
